Finance Department of Pakistan has recently notified the clarification of time scale personnel upgradation. The Department issued this notice in continuation of the earlier Explanatory Notification No. FD.PC.40-80/2015(11/19), dated 30-09/2019. Now the Finance Department explained the upgradation about the following points.
- BPS-16 or above officers who got upgradation before 01-02-2019, as per Finance Department notification, from the date of completion of 20 years of regular service or whichever is later, time Can avail second stage of Scale Personnel Upgradation (TSPU).
- The department announced to add financial benefits from the date of issue of notification. Prior to the date of these notifications, no arrears will be admissible. Only notional determination benefits will be admissible from the date of completion of 20 years of regular service or thereafter.
- Those who were allowed 4 steps of service structure after the date of sanction of Time Scale Personnel Upgradation (TSPU) can get 1 or 2 steps of TSPU according to the length of service. This will be the case if they were eligible for TSPU before the date of introduction of Tier 4 service structure.
